yes that's exactly it. the red cross and mass media all over the country had a super secret meeting where they decided to create a hurricane. new orleans really isn't underwater. the whole entire city is just pretending. the media is created these images and are sending them to us. the red cross just wants your money. duh. why didn't i think of that?! it's brilliant!
