I do get the unmotivated to tag thing really - I have been struggling with ES because of my job/work/crap last year though THANKFULLY i really have no canonmates to deal with (the ones I have in the Naruto crew didn't seem to want CR with Kisame so I don't feel bad about him not being around) and neither of mine there do anything world-shaking so I can kick back with them and let them tick over.
I'm not laying the whole police/patrol stuffs at your feet because really, people should be able to assume Byakuya is around or agree things with you OOCly so they can react instead (you were on hiatus for a while after all!). He's not God (even if he thinks he is hurr) and so not all-seeing. But it seems to me that if that law structure is in place, some things should happen - like the Dawn death got investigated for example, but then others, not so much.
And yes THANK YOU for the info, that did make sense and I need to figure out how this applies to him. He can, unlike Ukitake, deal with "gray areas" quite well, and he's not much for rules and regs, but at the same time his instinct to protect life seems quite strong. BUT then again, I keep trying to bear in mind that if he WHUMPFS out of flash step and finds, say, Malfatto with the body of that young woman, I wouldn't expect Malfatto to live much beyond 2 seconds after LOL
