In all honesty, Syphon is totally physically attracted to Toxin. At the same time, he's more than physically attracted. He finds her highly intellegent and thinks he could learn alot from her. He doesn't plan on anything happening other than using her knowledge to his benefit, but there is of course, that underlying desire for something more.
2. How does he feel to be the last to have the bands removed?
Oh, he's frustrated. In his mind he feels that he's doing something wrong that is keeping him from getting the bands removed (though in all actuality it is because I haven't been able to RP with Mags). He really wonders if that little confrontation with Bella is what is keeping him from being 'in'. He has kind of gotten used to them at the same time though.
3. Is he actually, seriously frightened of Bella as a person or just worried that she can get him killed?
It's less fear of Bella and more fear of the unknown. Being a strong male, Syphon is somewhat intimidated by strong females. And given that Bella basically threatened to rip his tongue out and beat him with it, he's pretty much intimidated. And since he has no clue what she can really do, he's pretty much just staying clear of her for his own benefit until he can assess her abilities and station a bit better.
