After Hurricane Katrina battered the US South, knocking out oil platforms in the Gulf of Mexico, Hugo Chávez offered to provide food and extra oil to the US to help relieve them after the disaster. He has offered up to sell as much as 66,000 barrels of heating fuel to poor communities who were hit by the hurricane.
