Considering the mutation is a part of our genetic coding, I'm skeptical that it would make any difference. After all, if that worked, they would be better off curing actual genetic problems like Roberts Syndrome or color blindness in the same manner.

But he is a political commentator, not a scientist.

But perhaps to them being a mutant is a disease. From their perspective, genetic mutation could be comparable to leprosy.

Well...they could get into a lot of trouble for putting this into the water supply. Protest groups are good, but I think what we'd need to do would be find out which police officers are okay with mutants and get the law involved.
