The paper consisted on writing a two page report explain if the "State" (meaning as the government) existed for the individual or did the individual exist for the state...boring as MESS!!

You're absolutely right! See without the individual, the government never would have began anyways. Also, the gorvernment is there to provide saftey and regulations to all citizens. Without the government, everything would be complete chaos! =) So there is AN EXTREMELY short summary of my paper!

True. However, the government could not exist without the individual, the government could not exist. So can one not argue that the purpose of the individual is to serve the state? After all, it is in the individual's best interest to have a government protecting them.
