I don't think you're a bad pet owner. Some cats are smarter than others, and that is what will determine if she is going to make it well in the outdoors or not. Bud was a declawed outdoor cat his whole life, and he finally just disappeared at age 13, not too young in my opinion. And really, dad speculates someone "kidnapped" him for lack of a better term, because they haven't been able to find a carcass from [animal attack | car hit | etc]. He just went POOF! Gone. Just like the neighbor's cat about a month before. :/

according to the docs the person who surrendered her filled out, she was an indoor/outdoor cat before she was surrendered (and perhaps that is why her paw is mangled?). she generally did not go outside at the VA house -- maybe once a year she'd dart outside and decided it was boring. but here, maybe it's the sliding glass doors or the woods behind the house, she LOVES outside.
