i don't remember if foreign fans can sign up for animate membership (i know you can't acess the radio shows on a foreign IP at least :x), but the target market for hetalia is mainly the local japanese.

no one would be so annoyed if they did the whole china and small japan strip in chinese with japanese subtitles.
the chinese fandom might, but the fandom there always felt like "leeches x239852395623, subbersx2" to me :x
