More than liking, Cesare respects Tony. He's clearly skilled in various fields that Cesare knows nothing about and he respects that. He also... he feels very guilty still about getting Tony involved in that mess with Shaun because apart from that not being the sort of thing that should happen, he should not have had to get anyone else involved. He prefers to keep things (especially mistakes like that) private and the fact that he really did need Tony to break them up still grates on him. While he appreciates how Tony took his apology, he feels the need to really do some work on this relationship, reinforce the fact that that was Camp acting through him and not his own special brand of crazy. Cesare, now that he's done putting his tail between his legs, will make an effort to talk to Tony more and try to counterbalance any negative impression the event left.
To be honest, Cesare was just toying with Fenris at first. Nothing personal, just to mess with Shaun and because the reactions he was getting out of both of them (well, and Hawke) were so great. He'll play nice now, though, because he does want to have a good relationship with both Fenris and Hawke since he can see their potential use for the future. To that end, he really will not press Fenris into talking about anything he does not want to and he will make an effort to respect boundaries, especially around Hawke. Well, the mistletoe post doesn't really count. He can't do anything about that. Really.

Fenris was irritated with Cesare at first, but Shaun's comment to him about Cesare's pride reminded Fenris of himself, and he settled down a lot. His assistance in the library was unexpected and appreciated; Fenris' difficulty with reading a very sore point for him, and Cesare just opened that door for him in his native language. Fenris is not accustomed to being treated as though he has value as a person by anyone but Hawke and co.; he's vulnerable to it. If Cesare can keep on that path, Fenris will mostly likely come to like him.
