What a waste of time!
I'm going to document this here, in the hope that:
a/ I might actually remember it, having spent 3+ weeks trying to find it and
b/ it might save some other poor sap from having to waste 3+ weeks diging about to try and find it.
Don't bother trying to adjust power management settings on Windows XP using registry settings (regedit) - use the provided commandline tool "powercfg". You can put it in a logon script using Group Policy Objects (GPO's) as well.
That should cover all the search terms I tried...
