Dischordant Crossroads

I have guitar questions:

When I pick the higher pitched strings, on the upstroke there is a lot of vibration against the pick. It seems to make a sound that I don't think I want, a short 'vrrr' sound a millisecond before the string is hit with the pick. Is this unavoidable and a byproduct of playing or am I picking wrong?

I am having trouble doing barred chords like B and F. Can you offer some advice on how to properly bar the strings? This is the resource I'm using to learn beginner chords: http://www.learn-acoustic-guitar.com/wp-content/uploads/2008/05/chord-chart.gif

Should I be angling the upstrokes in an angle similar to that of the downstroke? Like, if I downstroke at a 15 degree angle, using the strings as the base from which I measure, should the upstroke be at 165 degrees or should my hand remain in the same position as the downstroke?

I know there are "many ways" to do things, but I am looking for what works well for people so I can have somewhere from which to start, not just going about it all crazy-like. If you have answers, be specific please. Thanks!
