There should be somewhere cheap to stay, though I don't have any first hand experience (I have friends who live there, so I tend to sneak into their houses whenever I go down) Anything in central will probably be more expensive than something in the suburbs, but if you can get to anywhere that's near a tube station (or on a tube line), then being outside central won't really hurt that much. Don't know if http://www.hostelbookers.com/hostels/england/london/ will be useful or not. It's a big city (well, to our standards; it's not quite New York)

Personally, I live in Manchester, but London is only two hours away on the train for me, so it's no big deal for me to head down there. I go down every six months or so anyway to meet up with friends, so I can head down no problem if you wish!
I shall now turn off my information head and go back to eating Revels. Mmmmmm....

I really want to do the Doctor Who Experience, especially since the Nine/Ten era TARDIS control room is there!
I wouldn't mind meeting up. I'll have no idea what I'm doing, so a native guide could come in handy!
