what i did when i wanted to convince my dad to let me go to france was make a list, an actually written out list with full explainations, about all of the advantages of me going. be creative, and think of all the reasons why you shouldn't go, and then negate all of them. once your mom sees how serious you are about going, she just might reconsider.

and, she does have to sign the form for you to get a passport; it takes like 50 days for you to actually get the passport in the mail, that is after you've turned them in (most post offices have a notary public who can sign for your legal rights blah blah blah). you have to have your birth certificate and some other stuff, so it's really crazy; don't leave it till the last minute.

oh, and get both of your parents to sign a parental release form explaining where you are going, who you are going with, and why and all of that. seriously, when i was in customs in dallas after coming back from france, the lady practically interogated us, and i could have had serious trouble had i not had that form, since they have legal ownership of me until i'm 18 years old.
