Oh, I thought it was due to human manipulation, and I had heard that it made them unable to jump at all. Good to know it's a naturally occuring mutation.
Like many things in pet breeding, nowadays it's both. There are people deliberately breeding cats for this characteristic, knowing the parent cats are carriers.
Personally I don't think that's a big deal, though. Look at all the different characteristics we've been careful to foster in dogs, and their resulting variation in proporiton, size, speed, etc.
I figure, if I think weiner dogs are cute... these are cute too. They aren't graceful like some other breeds, but, hey, whatever. :D
Yeah. It's a naturally occurring phenomenon, but also something that WE have bred into a breed itself. Otherwise it'd be simply a mutation that occurs randomly in nature.
Personally, I don't believe in the fad breeds, tiny-tiny dogs, etc. It's not healthy at all.
Not to mention all the breeds of dog we currently have (due to our own manipulations, mind you) that have genetic disorders that pass down. For example, rottweilers have intense hip issues, which is basically unavoidable because it's just.. how they're formed.
Love the dogs, we own one, but.. it's sad, because they do inevitably end up in pain, and there's not much that can be done about it.
