Well, they have a nervous system, it's just circular and lacks an obvious central processing point. This sequence is actually fairly simple: Detect change in position, flex all arms inwards (just like for feeding), wait for position change, have any tube feet that contact the substrate begin locomotion (which will drag the other arms along until they're back into a normal position).
