I think it's more true of Himalayan rats. Their coloring comes in later, but the Siamese rats... IIRC, you can see the points develop as soon as they start developing fur.

I have a Himalayan rat who had noticeable tan spots on her back when her fur first started coming in... As she got older she lost the spots and developed her points.
I wasn't aware that could happen.
