Look up Manar Maged for a similar story. She and her parasitic twin were born in Egypt, and the twin was basically an extra head with a little stump of a body. Each twin had her own brain and was able to cry, smile, blink, etc. independently of her sister.

The decision was made to remove the parasitic twin because Manar's body could not provide life support for both of them, and the twin's body was not developed enough to survive alone. The twin was named Islam and given a proper burial after the separation surgery. Sadly, Manar herself only lived for about a year after that.

It's terrible that they have to do things like that, but it's done when the option is either (a) remove the incomplete twin so that the other one has a fighting chance to live, or (b) let them both die because one heart just can't support both bodies.

Personally, I wondered where all the 'right to life' activists were when this was going on, but I suspect that their agenda stops once the baby is actually separate from the mother's body, and they tend to sweep disabled kids under the rug anyways.
