Yep! That's my arm! See the little bubbles in the top left corner? Tokato used those same bubbles in his version, along with the long hair of the man's head.

Salome, the woman, is a princess. She has a thing for Johnny-boy, over there, aka Iokanaan. He says "Fuck you, lady," because he isn't into she-devils. She says "I'll kiss you one day, you watch." Then, she has her step-daddy, the king, issue orders to have Johnny's head cut off and given to her on a plate. Upon it's delivery, she says "I kiss your mouth."

There have been more than a few pieces based on it. I mean, the play was super famous. It was banned from the stage in the UK for being blasphemous, so Oscar Wilde made it a French play, instead. All the controversy just got it more attention. (It's a brilliant play, anyway.) Aubrey Beardsley basically invented Art Nouveau and this particular piece from the series he did for the play, is probably his most recognized. It's inspired many an artist.

it might not be salome (salomé?) but it looks sort of like this:

except not so detailish and a bloody head where her arm is stretched out ... hm!
