And I'd like to know just why everyone I've talked to seem so scared by it, other than them being weaklings. I heard something about poison gas and it being like a warzone, but that's all anyone would tell me.

I'm actually working on compiling a map of Westport. I remember the streets, the damage, and the way the monsters moved. People are afraid of it, in the same way they're afraid to talk about the previous incident that mentioned Westport. You're in a city of broken individuals, many of whom have been here longer than myself.
The entire thing reminded me of trench warfare, and of what my own countrymen had experienced in Ishval. Wholesale slaughter, impossibly pristine cleanup.
And a strategy against attack is precisely what I want to come up with.

I'll pass along the information to you once it's compiled. What we're going to need is a strong defense against the monsters, and a strong plan to pick off each and every one of this town's leaders. I think a few people are already working on assassination plans, but I think a major offensive is the answer. If we show them, overwhelmingly, that they've made the wrong decision in bringing us here, they'll release us.
But a force to enter Westport, should it reopen, is an excellent plan.

You keep mentioning monsters. Are we not up against ordinary humans, then? And I've been wondering why no one's gone after the leaders here yet - it can't be that hard to kill a couple of people, even if they have a guard.
And I'm all for a major offensive, that's the only way I work. But first we need to build up a standing army, get ready for whatever opportunity comes our way, whether it's Westport opening up again or a chance to take out the leaders here.

The army is what I'm working on now, evaluating candidates for my own forces and trying to fold in the plans of others. I have an entire personnel file. [She notes that he's writing things down. Good.] Take these names down: Scout, Jecht, Ken, Sideswipe. Among the males, they show potential. I'll handle the women myself for now, but you might want to get in touch with them. Strategically, I'm in contact with Patrik Brown, also known as Sniper, and Ichabod Crane. Neither is the trusting sort.
RED and BLU may want a part in this, and they're formidable fighters.
