My thoughts on CARIAD (belongs to VW if you didn't know that): you'll never be able to build up a strong, competitive (= efficient) software company in Germany. Period.
Instead of hiring meaningless bla-bla product owners and impressive talking heads aka solution architects, you should first set yourself up on hiring best technicians who are able to act in both roles and aren't afraid of writing production code at the same time.
Instead of promoting "35 hours working week" you should attract guys mentioned above with really high salaries which are on par with what a brilliant software engineer earn in Silicon Vally.
Finally, I'm almost sure that the most of those bla-bla managers aren't into your products or technical perfection, but rather seek their own recognition in the corporate environment, what a chutzpah. They're probably not to create a safe, productive and efficient working conditions for their programmers, but rather would like to see another one meaningless report by EOB to forward it to their own chiefs.
