I agree with everything above, especially the Riptide comment redikolous made. It's great to combine with Unleash Elements to throw on a tank, and with the 4T11 bonus it gives the spirit proc whenever it's used - which is essentially 540 spirit all the time assuming she has her tier gear and keeps Riptide on cooldown. Plus it's a more viable way of proccing Tidal Waves (buffs her single-target heals with either increased haste or crit) instead of relying on Chain Heal to proc TW. Chain Heal can be terrible in 10m comps because of the limited number of players spread over large areas, and if it doesn't bounce enough it really isn't worth casting. In some fights it can still be a viable tool so it shouldn't be completely excluded, but perhaps there are other spells that would be more appropriate.
In my own experiences I run with a Holy Priest/Resto Druid but with equal gear I'm usually tied with the Holy Priest or slightly below, and even then we're usually within 2% of each other for overall Healing Done.
If her mana is a concern of yours (not sure how much of an issue being OOM was for her in those attempts) I'd check her overhealing as well. Shaman are usually pretty efficient in that regard but it's possible she's wasting a lot of mana on Chain Heals/Healing Rain where most of it will be overheal, or where single-target heals just might be more practical given the size of your raid group. Druids and Holy Priests can be notorious for overhealing due to the HoTs they use - sometimes upwards of 50% or more in my group - but I usually sit somewhere between 20-30% overheal.
If you want to educate yourself so you can approach her better about this topic, I would suggest glancing over this and maybe passing it along to her if she asks for it.
