You say "rage dump" as if HS or Cleave is something to use when your rage is doing something else. At your level of gear, you should be generating a looooot of rage simply from offhand swings, so nearly every mainhand swing should be a HS/Cleave unless you're absolutely certain it will prevent you from using BT or WW. (remember, Bloodrage has an extremely short cooldown as Fury, so if you do rage starve yourself, that's always an option off the GCD to compensate).
HS makes a HUGE difference in a warrior's DPS. More than abilities, Fury DPS is about rage management, and squeezing out as many HS as you possibly can without preventing the use of WW/BT/Slam.
PPS: only use Recklessness when you have a completely open GCD. It isn't worth delaying other abilities for. Death Wish, sure. That's worth it. Use early and often or timed with Heroism. But Reck? no. Usually I use it when I'm running from place to place.
For what it's worth, I could never use keybinds on my warrior. I suck at moving with the mouse and as a melee you need to run a LOT. I went through my 1-2-3 rotation until the first time the boss did his deadly AOE of death, then I switched back to clicking. On my tree I heal exclusively through mouse binds (Grid+Clique). On my prot pally it's mouse almost exclusively (click on abilies, shortcuts in Grid+Clique). I've seen really good players use the "wrong" way of pushing their abilities, so it's not set in stone that clicking = OMGUSUCK. (Disclaimer: I was never very good at fury, but I've seen good players who perform well without any keybinds or use a combination between keys and mouse.) Needs more armor pen! I'd definitely gem armor pen, there really is no other option for a warrior. However, using GT depends on how much ArP you get from gems/gear. If passive ArP + GT = 1399 or about that much rating, that's the soft cap and that's a really good place to be. If you end up with 55-60% before GT, then it's probably better to ditch GT and use DMC:G or something. I don't know the exact theory craft on how much armor pen you need past soft cap before you ditch GT, but it's almost certainly out there
