Aggravation and a squee

My roommate and I have been leveling a couple of toons together. She's got a warlock, I have a pally who I have been tanking with. I've posted a number of times asking for advice and tips on how to Do It Right.

We have a friend in our guild who has a shaman healer. He keeps expressing interest in playing with us, to the point that he has occasionally "whined" at us when we're playing without him (Never 100% seriously, but he mentions it and seems somewhat disgruntled when we play without him).

The problem is, we are constantly waiting for him to play catch-up. A week ago, his shaman was 61. Today, his shaman is Still 61. My roommate and I did not play our characters once during that time, despite the fact that we both REALLY want to get these toons leveled. But what can we do when we give him a week to catch up and he makes no progress whatsoever? We WANT him to level with us (having a reliable healer would rock), and he SAYS he wants to as well, but he's not seeming to make the effort to level his shaman. Any attempts at prodding on our parts result in the statement that "leveling resto is boring." He defends playing his other characters as "gaining money for dual spec", but claims outright that he has around 3k gold.

I love the boy dearly, but how do I convince him to gain some levels without busting out the cattle prod?

ETA: My roommate and I are level 66.

I got into a heroic oculus for my random on my priest this morning. It was kinda stressful because the tank insisted on killing all the blue drakes. I was getting rather frustrated by the time the run was done, but my patience paid off, finally:

He needs a name. I'm thinking Charley.
