I've been to Mag on another char without having done those... Not sure if that's because someone else opened the door, though.

This isn't the Mag attunement chain, its an (outdated) attunement chain that INVOLVES Mag.

Ahh, that makes sense. I misread. :) I was like "eh? I didn't think Mag had an attunement."
