There's an option, either in the WoW UI or CTMod UI, to "unlock" the chat window so you can move it around. Get it in a good spot, relock it.

Right click the chat window tab, Unlock Window, then hold down the left mouse button on the tab and drag it up. You can move it aronud.

If you use the addon MoveAnything, it will unlock that ChatFrame1 for you so you can move it without having to scale anything, but it also gives you the option to scale it if you want to. Move anything will let you move or scale any window listed in there menu or let you find a window not listed such as ChatFrame1 and move it anywhere. All you have to do is type /move to get there menu or type /move and it will give you grips to move it. (/move ChatFrame1) Warning: This Addon is very case sensitive. A third way to bring up the MoveAnything window is to go to your normal game window and a MoveAnything button will of been added. You can use this addon to fix any other positioning problems you may have or even to create a whole new feel to your UI.

P.S. after moving any frames into the positions you desire make sure to reload the UI by /reload or /reload UI
