The first thing that Kagura does when the player meets her is lambast Chibi after he rescues her, about hesitating before he does it. She's "the best child actress in the land," and she doesn't let you forget it. She starts off as a bossy brat, and acts like this for the entire time that she's your partner. She ends up losing the brat part by the end of the game, but she stays bossy the entire time. She is very blunt, and will say exactly what she thinks, no matter who she's talking to.
For a character so young, her character has a dichotomy about it that is present from the beginning. She hates her miko powers because they make her different, something that's hinted at when you first meet her - she says that the other dogs must have picked on Chibi because of his markings. At the same time she's mature enough to act older than she is, and realize that she has to use them in order to save people. At the end of her main character arc, before Chibi meets Kurow for the first time, this is why she decides to go train.
She isn't a mean person. She bickers with Kurow because of their differences in attitudes, but she ends up seeing him as a very close friend, almost like a brother. She's feisty and playful, and she Her actions imply that it isn't exactly a lie to say that she'd rather be acting instead of using her powers, because it's shown to be something she enjoys very much, and it's what she's doing in the ending.

+ She very clearly panics, but she's also able to think clearly in times of crisis.

The ofuda flitted around, but Kagura paid them no mind. Yeah, she was making them do it, but the whole point was to be able to control them while keeping her thoughts mostly occupied on something else, so she could defend herself from all sides. It would be far less likely that she'd be kidnapped by a ghost/demon/gods-knew-what from the Moon Tribe, or anything else again.
She leaned her head back, and sighed, and the ofuda fell to the floor. She was spending too much energy concentrating on them and not enough on the script in her hand, and really, she couldn't care less about the ofuda. It had been Miko Cho's idea, not hers, but as far as she was concerned it could stay on the back burner forever. She'd renounced her miko training, formally. She'd defend Sei-An City if she really needed to, but it wasn't anywhere near the to.p on her list of priorities. In fact, it had barely made it.
Her lips twisted into a wry smile. Kurow had had way more dedication to this kind of stuff than she did, even for all his flakiness. She still thought about him sometimes, and everyone else that she'd met. Nanami was probably swimming around an underwater palace - which must be super pretty and would be an excellent setting for a play, and Kuni, well, she'd seen him in the city the other day. She'd caught his eye, waved, and gone on her own way. And Manpuku? She didn't want to think about him. That would be way too depressing. Kurow... she wishes she could have gotten to know him better, and... no. She's going to stop that train of thought right there.
Maybe after this play finishes its run, she'll go see that scholar and see what she's working on now. She'll have time.
