I agree that it should be manditory to get your pet spayed/neutered, but I think there would still be many who fell through the cracks. It is good to adopt from a shelter for that reason, too. Every shelter I've been too requires that the animal get fixed.
Irresponsible pet people make me so mad too! It's like, how can you not see that these are intelligent beings with personalities and emotions and all that? How can you neglect/abuse/abandon such a creature? To me, it is tantamount to child abuse what some people do to animals and perhaps it should be punished as such.
I remember always hearing stories growing up that the students at the college in my town would get dogs or whatever to live in the dorm with them (against the rules- rightly) and then at the end of the school year just move out and leave them behind, abandoned and homeless. And I would think "what the hell is wrong with these people!?!!?" Obviously, these are the animals (if they are lucky) that end up at shelters, and hopefully are adopted.
I dream about owning a Havana Brown cat someday, because I just think they are gorgeous but it just seems silly to buy a cat for $700 when there are animals just as sweet and pretty (hello? my cat?) that need homes from a shelter. St Louis has a purebred rescue shelter that I would keep my eye on, but I hope to always get all my pets from shelters.

Oh, and I don't always wear my seatbelt when driving in NH just because I know it's not required by law. That's a pretty small sample, but I do wonder if selective restrictions on pets could become "habit" that way.

I remember a story about a UNH fraternity (which will remain nameless, and yet anyone who knows UNH could probably guess which one it was) that had a dog and they'd get it drunk all the time and rumors had it that raping the dog was one of their hazing rituals. Disgusts and infuriates me to even think about it. Said fraternity got into a lot of trouble and lost it's university afiliation, but personally I think jail time is justified here.
