Wow, I'd have to say this is the first entry on Livejournal that I've ever read that really caught my attention and actually encouraged me to read on.
To be blunt, you're absolutely right. A country like that would be seemingly near utopia, except massive rebellions would break out to anyone who legally migrates there and isn't adjusted to the rules. I especially like how you made so many individual country branches--13 of them would really simplify thing and minimize argument within the segments.
Gay marriage was also a great idea. The way you put it shows a really good perspective of freedom with love and race (I'm assuming you allow different religion, race, age [< 18 being illegal hopefully], and ethnicities to marry).
Transportation is a really good idea at heart, but the probability of inventing an environmentally safe transportation system that doesn't require constant maintenance is little more than wishful thinking. Unless it runs on something natural and inexpensive, like electricity or solar energy, it's probably not going to happen. Wouldn't we have found it by now?
Not having relations while in office is a little tasteless. I mean, what if someone fully qualified for running the country was married or dating? That would probably leave out a good leader...
Abortions. Excellent idea. Could you specify on the "hefty" fines? I'd probably expect around $10,000 (in dollar form, whatever your country's currency translates that to).
The fact of having no drafts is very moral, but again, a bit dense. The military wouldn't be large enough to function unless your people happened to be very patriotic.
Same thing applies with giving one person full power. What if they're crooked and look out to kill people? They have full control...
My overall favorite part was probably the job qualification rules. If someone is even a little unadapted to the job, they shouldn't be doing it in the first place. If a surgeon can't make the first incision during brain surgery and no one else can, the patient's lives are in serious, serious jeopardy. If a car manufacturer doesn't know the 6th of 7 steps in engine inspection, cars anywhere could stall and die at any given time.
Extreme tariffs might be a bad idea, though. If your country really needs something, possibly a type of food simply because of desire, they're out of luck. People wouldn't like that.
The agricultural price gouge would be like shocking a prisoner to make them work faster. A bit unfair and mean, but hey, it works. Humans live around what works and what doesn't.
No death sentence. Perfect.
The immigration rules would have to be my second favorite. A set total of bodies allowed in. Same with illegal immigration. They don't deserve to live if they have to sneak into a country (and they can't even do it with cunning or stealth).
The minority rules are a bit rude, but they work. I mean, seriously. If you don't want to be prejudiced, why the hell would you stay somewhere in which said prejudices would happen? Isn't that a hint to leave?
Anyway, I say that your ideas are great. It's anti-sissy, too, so it's something we can all enjoy. I want to request something, though...what would your rules on lawsuits be? A limit, or a certain degree of extremity perhaps? Please say you're not happy with how we have them now. People just want money in America. I hope your country has more moral than that.
As for transportation, many new things are discovered every year. It's only a matter of time.
As for the president being able to marry and stuff, that's just the way it works. What if an aborted fetus was "destined" to discover the cure of AIDs? Shit happens. (Illegal abortions would be fines closer to around "$" 30,000. It's a very illegal issue)

One person doesn't specifically get full power. They can be impeached by the member s of the 13 branches, or by the will of the people. But, considering what one has to go through to become president, the liklihood of devotion yourself to a cause just to be corrupt seems silly.
As for the tariffs, if people want something from another country, they can have it shipped and pay the money, or go on a vacation. Otherwise if it's that big of a deal they wouldn't be living in my country in the first place.
Now, about lawsuits... The country would have some sort of judicial stuff, but it wouldn't be the same as in America. If your child is killed by a drunk driver, you will not win a settlement of $4 million dollars. That doesn't make even remote sense. How can any imaginable sum of money replace the death of a child? So, there will be punishments and penalties instead to make the violator attone for their crimes instead of just the payment. (Injuries that require medical bills, on the other hand, or the death of a spouse or anything that would affect the earnings of a household will require a cash settlement.) Another difference between my courts and the USAs courts will be that while the USA's courts are made to "interpret the law" mine will be to uphold the law. My constitution WILL BE A LIVING DOCUMENT. It will not be vague, but as time changes so must the structure of the goverment. If that doesn't happen...well...look at our country right now.
