I need advice from you all! I'm looking for a good TV series or two that I can watch on DVD-- preferably one with multiple seasons I can get from the public library or rent. I don't have cable, so I know I've entirely missed a lot of high-quality shows

It's got a bit of soap opera of the rich vs. poor, Wild Things variety. It's got witty dialog -- think Buffy or Firefly -- and great plots. Start with the first season, though.

Arrested Development is one of the smartest sitcoms I've ever seen. The humor is hard to describe. About a third of it is puns. (My icon is from the show.) And you actually have to watch the show, not have it on in the background, to follow the quickly shifting plots.
My suggestion is, if you can play video, do a search for Arrested Development trailer and watch all you can. I think there is flash video on Amazon.com too.

Doctor Who started in the 1960's and ran for about 25 years the first time around. The idea is that Doctor didn't die, he regenerated allowing actors to quit the role and others to take it up, including William Hartnell, Patrick Troughton, Jon Pertwee, Tom Baker, Peter Davidson, etc.
It was revived in 2005 when Christopher Eccleston had the role. For the 2006 season, David Tennent took it over. (Please excuse me while I have a quick drool brake. It's no surprise to me that Dom fans tend to love David Tennent.) We are all just waiting for series 3 to air in the UK.

The Doctor always has a companion. When it started in the 60's, it was kind of an older school girl and the Doctor was more like a mentor. Over the years, the companions have changed in character... but it's basically stayed platonic for the kids.
But, the revised series has been allowed to be the romance that it was never allowed to be before. And that story of the Doctor and Rose (Billie Pipper) really begins with the start of the revived series with the Nineth Doctor, Christopher Eccleston.
So I would say start at the beginning of the revived series. I did actually like Eccleston... even though he quickly was overshadowed David Tennent for me.
Also, when you get to that point, don't miss the video of the Nineth Doctor becoming the Tenth (Tennent). It only appeared on a charity show in the UK, not as part of an episode. It may or may not be on the DVD's, but it is on YouTube and around the internet.
I'm getting to far ahead here, aren't I? lol
