And what will you do after you've snuck in? If you decide to take one on, you'll have to take them all on once you blow your cover. Possibly all at once, and I doubt the higher-ups are pushovers, especially if they decide to play dirty.

I'd find out where the Chairman is. I don't necessarily need to battle anyone to find out that fact. Once we get the Chairman out, we can bring him to the police and let them take over.

I know, it doesn't sound like my kind of plan. But right now, their trump card is their hostage. It's how they drove us out of the Radio Tower in the first place. If we can take that away, then they don't have a shield any more.

My point was that it's probably far easier thought up than done. Even if you find out where the hostage is, it's easy to think they've got him heavily under watch, so he doesn't escape or get broken out.

And even then, would the police really believe you if you couldn't prove without a single doubt that the director wasn't actually safe? Like I said, manipulating the manipulators is never simple, and they must have that base covered somehow too with all the conflicting reports. They knew people would cry out that Team Rocket was up to no good, so they wanted to make it seem like those people were crying wolf instead.

I want to do something too, trust me. But there's some fatal problems with both a small infiltration and a large, Johto-wide resistance, even if we could get that much help. If we want to do anything at all, we'll have to figure out how to get our own trump card, of sorts.
