Uses Selective Colouring, Colour balance, and fill layers

Crop your base and get it ready.

Duplicate your base and set it to screen, play around with the opacity, or you can just leave this layer out compelety, it's totally depends on the image you are using.

Add a new layer and fill with #00102e, set to exclusion.

Duplicate your base, drag it to the top and set it to Overlay. (if your base is dark, you might want to leave this
step out)

Add another new layer and fill with, #ebf2ff, set to colourburn.

Add another new layer, fill with, #f7e9d9, set to multiply.

Add a new adjustment layer, Selective Colouring,

Neutrals: +100 -55 -40 0

Add another Selective Colour layer,

Whites: +100 -100 -100 -100

Neutrals: 0 +3 0 0

New Adjustment layer, colour balance,

Midtones: -94 -10 -22

Shadows: -11 -32 +37

Highlights: 0 -50 0

Add another layer and fill with, #eee0c8, set to muliply.

Add a scratch texture, i used this one made by Sanami276
 and set it to screen.

And lastly, i added this texture cropped from a large texture,
 and set it to multiply.

And you're done!
