Pokemon problems

So I've been playing Pokemon White and I'm up to Victory Road. I've been changing up my party and training a lot in the tall grass. This wouldn't be a problem except everything and everyone evades my attacks. It's not like the pokemon use double team, or have an ability to avoid in hail (since now it's winter) and I'm using moves that are 100% accruate. So what gives? I used Iron Head 5 turns in a row and the Rufflet avoided every single one. And it's not only the pokemon by the elite four; the level 20 Deerling was giving my Rufflet (I hate it) a run for it's money even though it's level 48. Did this generation make it easier for pokemon to randomly evade?
