CHARACTER NAME:
Saitou Hajime 斎藤 一 is his given name, with a couple of nicknames (some more colorful than others) but no actual superhero moniker. He lives under an alias of 'Fujita Goro' after the Meiji era begins in Japan to allude from the fact of his involvement with the Shinsengumi.

CHRONOLOGY: Set after the end of the manga, aka volume 28

CLASS:
Anti-hero, however he still considers himself an officer of the law. He's just more considered a cop who's not afraid to use violence and murder to take down criminals - the Dirty Harry type, as Watsuki has said. Saitou is pretty much a textbook definition of anti-hero. He is not concerned if a number of soldiers die in battle as long as the end result is not in evil's favor; Saitou has never really left the mindset of war, and believes the policemen are soldiers just as the Shinsengumi were, protecting the public and ridding the country of evil. Death is a normal part of war and killing does not phase him. He admits once that he "has an inclination to kill" after drinking sake, which is why he refrains from alcohol during the Meiji era.

BACKGROUND:
In 1853 when Commodore Matthew Perry from the U. S. forced open Japan to imperialist nations, this resulted in a massive civil war in the country - the Ishin Shishi, a revolutionist group trying to restore the Emperor to his throne, took on the Tokugawa Regime who had been in power of the country for a few centuries. Saitou Hajime, historically, was the captain of the third squad of the Shinsengumi, the Tokugawa Regime's most skilled army of assassins (also known as hitokiri). They often clashed with the Ishin Shishi, and in the manga Rurouni Kenshin, Saitou's main opponent during this war (known as the Bakumatsu) was the main character of RK, Himura Kenshin, then known as Himura Battousai.

Though the Bakumatsu is not when the manga takes place, instead it occurs during the early years of the Meiji Era in Japan, where the Ishin Shishi have won the war, the country is open to foreign countries for trade, and samurai who had fought in the long and bloody war have thrown away their swords - except for a few who do not believe in a peaceful era such as the Meiji. Saitou actually does not show up in the manga until the second arc, when a hitokiri who became Himura's successor during the Bakumatsu rises back to power with plans of taking over the country. Saitou joins up with Kenshin during this arc, even though they had fought on different sides during the war, because both consider Himura's successor, Shishio, a danger to the country - and the country's safety was the highest priority for them both. The two differ on nearly every other opinion, however, as Kenshin has vowed to never kill again, and Saitou believes the enemy must be killed in order to be truly rid of. In the end Shishio is defeated by Kenshin, and Saitou disappears from the scene for awhile, believed to be dead because Shishio's hideout burnt completely with Saitou still inside.

However, the third arc of RK shows that Saitou does return, as Kenshin faces an even stronger enemy than Shishio - a man named Enishi, who also happens to be Kenshin's brother-in-law. Enishi blames Kenshin for the death of his sister, Kenshin's wife Tomoe, who he had married during the Bakumatsu. Enishi, like Shishio, rises up in power enough to become a weapons dealer, and Saitou shows up just for that reason - Enishi having such power makes him a danger to the country, again, and even though Saitou doesn't care about Enishi's revenge for Kenshin, he joins the fight against him for his own reasons.

Enishi and his men are defeated as well, and once that is over, there's still one battle yet to be settled - the one between Saitou and Kenshin, from ten years prior during the war - the one they had never finished. However, as Saitou's aware Kenshin would still not have a fight to the death as he had when he was Battousai, Saitou refrains from showing up at the place Kenshin had suggested having their duel, no longer holding onto that grudge. He truly moves past caring about settling their match, even after ten years, and goes on with his life. Kenshin does the same, settling down finally after resolving and accepting what had happened to his first wife.

PERSONALITY:
Saitou can be considered a number of things: an asshole, anti-social, stoic, cynical, snarky, mocking, no-nonsense, focused on his goals/assignments, a typical "lone wolf" anti-hero that isn't here to make friends. Is very impatient with "ahous" (morons) and people who don't think things through, or his "most anticipated prey", the hitokiri Battousai (main character of Rurouni Kenshin) who has vowed never to kill again. This irks Saitou more than anything else and causes him to refuse to settle their 10-year-old duel, because he wants to fight a Battousai that kills, not shows mercy to his opponent. Saitou is calculating, a strategist, a man of few words. He gets his small amusements from irritating other people and getting under their skin, also mocking people who are spineless/don't follow the way of the sword. He hates the corrupt and underhanded and seeks to eliminate all evil infiltrating Japan. He lives by the code of the Shinsengumi: Aku Soku Zan 悪即斬 (Swift Death to Evil) and has vowed to continue to live by these words until his death. Saitou's most visible habit is his nicotine addiction and is often seen lighting a new cigarette; also Saitou can often be found at a soba bar in whatever city he's stationed in, as plain soba is his favorite dish. He also has the habit of nicknaming people after animals, usually women - in the manga there is "raccoon girl", "weasel girl", "rooster head" and "kitsune".

POWER:
Saitou has been noted for saying multiple times in both the manga and anime that "I've been in more life or death battles than any of you" / "I was the only one of the Shinsengumi said to be invulnerable." Even Himura Kenshin (main character) remarks on Saitou's skill in surviving nearly any situation ("It is common for those believed to have died in war to be alive"). Saitou being human does not have any powers initially; instead the City granted him superhearing, and enhanced speed - basically faster than the human eye can see, but not fast to the point of being able to travel from one point of the City to the other in a matter of seconds.

THIRD PERSON:
Aku Soku Zan. Swift death to evil. Day after day, this was Saitou Hajime's life in a nutshell -- at least when he actually had evil to slay. The people in this City were more reserved in their intentions than most he'd met. It would be awhile before he had everything truly figured out... which irked him considerably. The entire idea of being in a different location, different time, and surrounded by all this technology he couldn't begin to comprehend, irked him constantly.

He was restless, and for someone of his nature who was always working, always busy accomplishing his goal of cleansing the country -- this was Hell. He wondered if Battousai was laughing somewhere in the afterlife at his predicament. At this he outwardly scowled; willed the red-headed man's image away. Simultaneously this City felt like a blessing and a curse to the Mibu wolf; the annoying Kenshin-supporters of Tokyo were nowhere to be found -- though that didn't mean there weren't a brand new set of morons for him to barely tolerate here. Definitely more a curse than a blessing, he muttered in his mind. Thank the gods, then, that he still had his cigarettes to try and block all of the noise out. Patience, he tried to remind himself. Evil shows its face eventually; it always does.

And he would more than eager to deliver Justice upon their severed heads.
