Question, out of curiosity: how much canon does a character need to have before they're appable, here? Do they have to have a certain amount of backstory/clearly shown personality/canon appearance before they're acceptable, or could very minor ones be apped if we give a lot of headcanon?
Minor characters could be apped if they had enough canon to have a voice that could be compared between the app and the character. If you're not sure whether your character is too minor and the extreme amount of headcanon falls into the realm of an OC, you could always app them as an OC.
So, depending on the character, yes! Quite minor roles could be apped for. We just need the headcanon to have a good founding basis in the actual canon.
It would depend on the canon and the exact character, but- yes! It's worth mentioning that canon OCs will be judged a little harsher than regular OCs or fandom characters. The threat of Mary Sues looms terrifyingly.

QUESTION: Is Wolfhunt going to be a round-by-round affair or one unendlessly renewing round of Cry Wolf/Mafia/etc? As in, will there be a limited number of Day/Night cycles before a round of the game ends, or a tipping point of numbers wherein one side has won over the other? (And if so, if killed characters not only revive relatively soon after each killing-- considering even third deaths take only ten days to recover from, whereas a day cycle is a month long-- but are potentially reassigned to different groups after, how will any one side eventually win over the other?)

The idea is for the game to be continually renewing, yes. It's fairly impossible to design a game that will allow people to play and be killed in a fair and fun fashion (Imagine how frustrating it'll be to be the first one lynched!) without diminishing returns soon bringing the game to a much-reduced player base.
In addition, you have to allow for newcomers all the time. So you see, it becomes a real puzzle!
The game should, ideally, have a tipping point and an official end, which will hopefully evolve naturally of the gameplay, but can be guided by changing the day/night cycle and looking after the balance of wolves and villagers.
Of course, there's also a bit of a mystery in the setting aside from the lynching and mauling, but the exact road the walk to the end of the game will take will be defined by the characters that play in it.
