[Personality] The Master, in his current incarnation, holding the guise of (former) Prime Minister Harold Saxon, is more overtly manic and insane than his previous incarnations. In this sense, he is very much the yin to the Doctor's yang -- they both share an eccentric sense of humour, as well as an ability to find a childish delight in any number of unusual occurrences, although the Master is, of course, that much darker than the Doctor.
The Master, as the name suggests, views himself himself incredibly highly -- both as an individual, and as a Time Lord (with regards to the altering of Time and history, for which the Doctor admonishes him in Last of the Time Lords, the Master responds with "I'm a Time Lord. I have that right."). As far as he, himself, is concerned, the Master often appears to view himself as a rather god-like figure which he often takes to arguably over the top proportions -- "...and so it came to pass that the Human race fell. And I looked down, upon my new dominion as Master of All and I thought it good", as well as referring to himself as "(your) Lord and Master". Therefore, it wouldn't be difficult, unexpected, or incorrect to refer to the Master as 'egotistical', 'vain', a 'megalomaniac', or, just simply, 'insane'.
The Master is, of course, unsurprisingly sadistic. He becomes almost childishly delighted by the suffering he causes others, and at times, amused -- when gassing his cabinet (of ministers after being elected Prime Minister of the United Kingdom of Great Britain and Northern Ireland), one aide states 'you're insane!' to which the Master's only response is to grin, and give the dying official two thumbs up. Later, after ordering a Toclafane to kill a woman, he repeatedly opens and closes the door to the room in which she is being murdered, his expression a deliberate mockery of shocked and pained. It should therefore go without saying that the Master places little value on the lives of others.
As mentioned before, the Master, gifted with exceptional intelligence, considers himself, and the Time Lords (although, obviously, he considers -- or rather, considered -- himself the most superior) superior to all other life in the universe. He considers the Doctor to be a worthy opponent and the man who comes closest to equalling himself. As children, the two were incredibly close friends, however the Master's descent into insanity and villainy led to the two considering each other enemies, with the Doctor frequently stopping the Master's plans. However, it also appears evident that, in a manner of speaking, the Master needs and desires the Doctor's presence - that, without the Doctor, his plans and desires for destruction and domination would be worthless. He once commented that he 'misses' each of the enemies he's killed in that past who came remotely close (in his view) to equalling him -- thus, he relishes the battle of wits and intelligence that occurs.
That said, the Doctor is slightly different. The Master is, put simply, obsessed with the Doctor. As an opponent, the Master considers him worthy, but at the same time, the Master is entirely obsessed with proving his superiority to the Doctor. Unfortunately for the Master, however, the Doctor always seems to defeat him, and when forced to face his greatest fear, it was shown that his fear was that of an all-powerful Doctor laughing at him. Before his death in Last of the Time Lords, the Master was forced to face an all-powerful, God-like Doctor, who told the Master 'I forgive you', words the Master absolutely did not want to hear. The Master's obsession with beating the Doctor is, in fact, what prompts his death. After being shot by his human wife, Lucy Saxon, the Master chooses to die rather than regenerate and be kept as a prisoner aboard the TARDIS with the Doctor. Since his death would cause the Doctor pain and anguish, before he dies, the Master utters the words 'I win'.
Another weakness of the Master's is his pride. To this extent, at least, the Doctor considers the Master at least somewhat predictable; facing each other during the Toclafane invasion in Last of the Time Lords, the Doctor refutes the Master's claim that he would destroy Earth, citing that the one thing the Master could never do is kill himself.
When all that's said and done, however, the Master can be incredibly charming when he wishes -- admittedly, he had the aid of the Archangel Network, but he did manage to get himself elected Prime Minister. However, whilst he can be charming, he can also be a huge arse -- humour is never particularly far away when he talks. Upon meeting the President of the United States of America prior to first contact, he is informed that there will be efforts to get him removed from office unless he is very careful. At this point, the Master simply responds with a shrug and a smile, commenting that "you know what it's like, new job, all that paperwork. I think I left it down the back of the settee. I had a quick look. I found a pen, a sweet, a bus ticket and-- have you met the wife?".
The Master -- as Harold Saxon -- also appears to have a penchant for popular music, singing and dancing along to songs by the Scissor Sisters and Rogue Traders, using a song by the latter as a sort of 'theme song' when he starts the invasion of Earth by the Toclafane, and also a reference to the perpetual and consistent sound drumming that that only he can hear, that he refers to as the 'call of war'.
However, despite his insanity and love for destruction, the Master, after being resurrected by the Time Lords for the purpose of being their perfect soldier in the Time War, ran to the end of the universe, later telling the Doctor that he did so because he was 'scared, so scared', seeming to highlight that there are limits even to what the Master can face in terms of destruction.
[Specialities/Abilities] The Master, with his high intelligence, is incredibly resourceful, as shown by his ability to cannibalise the TARDIS and create a Paradox Machine and ability to create his laser screwdriver from Earth technology. Furthermore, he sets up the Archangel network through which he transmitted the four beat sound of the drums he hears constantly, which, via a telepathic field, effectively persuaded the population to 'vote Saxon' for the general election.
Following on from that, the Master is shown to be a skilled manipulator and hypnotist who is able to convince others to do his bidding, by stare or voice alone.
The Master can regenerate. That's not to say he can't die, but as a Time Lord, he has the ability to regenerate should his (current) body be mortally wounded. This means that he has a new body and, to some extent, a new personality, although he is the same person, with the same memories, and the same life experiences. A Time Lord has thirteen regenerations, although it's not clear how many regenerations the Master has left. He expended his originally thirteen, but managed to regain another thirteen, died, and was then brought back to life by the Time Lords on Gallifrey.

And, whilst I'm at it, a Gallifreyan's physiology is different to that of a human's. The most fundamental and well known difference is that Gallifreyan's have two hearts. Whilst they can live with just one heart, they would be incredibly weakened. The respiratory system is also different -- they can survive for much longer than humans without oxygen, and are capable of surviving strangulation. They can also regenerate.
Beyond that, Gallifreyan's have the ability to withstand both extreme heats and extreme colds, as well as being able to withstand low-pressure vacuums for a limited amount of time. Also, Röntgen radiation has almost no affect on them, and they can even absorb it into their bodies, and expel it harmlessly.
Finally, they need less sleep -- one hour would be fine.
