ok, let me try for an explanation.
rain makes things grow, it signifies life and hope for the future. you were aware of change while still in the past, that is, your sleep. Once awake, you became aware that time had clensed your present state, this is the snow, or purity and beauty, if you will.

Close on some of the details.

Keep in mind the name of the piece is Snowed In.

The rain is only felt when the narrator is asleep.

He or she only SEES the snow and through a barricade, the window. The fact that he or she has woken up or arisen is implied based on the fact that they are now looking through a window to look out at the snow.

It is that same snow that has "snowed" him or her "in". Trapping the narrator, etc.
