The Japanese government sent $15 million in aid after Katrina. Not sure how much individual people and companies in Japan sent.

no no... they "loaned" us the money. Big difference in just handing out help.

I didn't read anything about the money being given to the US government being a loan and not a gift. In any case, the funds given to the Red Cross by the Japanese government for Katrina were definitely not to be repaid, nor were the supplies. The $1 million that one Japanese citizen gave were explicitly a gift too.
