I think my sister was a bit younger than Baz when mom found her on the top shelf, hunting cookies. After climbing a similarly rickety ladder to get there. She made it to age 10 before breaking anything.
Oh, this must be the discipline issue (or one example). In this specific instance, I would recommend putting the controller in a locked drawer or room where there is no chance of him getting to it. In my house, toys that are in time-out get placed on the counter or other visible place in the immediate term, and then when I get a chance to do it unobserved, I move them to the top shelf of the coat closet, into the basement, or someplace else that is out of sight and out of mind. I learned that lesson when I tried storing Easter or Halloween candy on top of the fridge. I came downstairs one Saturday morning to two very chocolaty children, and a stepstool stacked on top of a kitchen chair.
