why i can't fishing here?

There is a small Thai restaurant by the pier side I always reach. A Marine Region of Police is next to it. A ten square meters empty space is between them. Because the space is closed to the sea side and have a great view, the owner of the Thai restaurant would set two or three tables outside at night. The clients would took the advantage having cigarettes through the dinner outside. Sometimes neighbors are fishing by the handrail. I am not sure if the fishes available to eat. From the visual condition of sea water seemed risking. But guys are happy with spending time over there in afternoon or in evening.

One day I was usually passing by, my eyes bulged in a view. Oh. A high fence about three meters grew deep behind the handrail in one day. Fishing is not easy anymore because the neighbors couldn't using the fishing lines. But they were having more fun. They changed their tools to fish stakes and continuing their play, some were standing on the wooden boxes to increase height. I was grinning with their smart head.

Some days later, I found a cage bordered that little space. And a notice with Property of Government hanging there. I couldn't control laughing out. What kind of genius got that idea. Oh. Wait. Maybe they really want to protect something. I could see air and... some spitball. It must be something deep inside the concreted ground. Ah. Maybe they have some great development plan on that little space soon. So they tried to avoid people staying there too long and occupying the space. On the other way, it also could increase the employment opportunity in such economic atmosphere. Won't you think those a great ideas. Right? The money used on labor and material cost to excite the society economic with little force. Just to partition the neighbors from the sea side to prevent dangerous. It is kind of kindly government department which always try to care the citizens with dead rule.
