Clothes/Appearance: He dresses in clothes that were popular numerous decades ago (and even during the height of their fashion these clothes were probably not considered 'cool'). his clothes tend to be mended all over the place due to their age. He loves hats so he'll likely be wearing one along side some sort of coat, vests and shirts, pants of some sort. Something he is wearing is plaid. Something is polka-dotted. Something is striped. He might be carrying an accessory such as an umbrella. His 'style' (if you can call it that) is gaudy or maybe he's color blind?
Occupation: Yarrow owns a weird thrift store but i bet he doesn't sell much of anything due to the ridiculous nature of the things he collects. Someone may work in the store for him as he is often out searching for more heinous inventory to stock his racks with. The store has clothes, weird objects, old weapons, musical instruments, pipes, parts of old machinery, etc.
Personality: Yarrow is a dowdy fop. He is a romantic at heart and he wants to marry but he has managed to remain a single dreamer for much of his life. He's always writing a poem, painting a picture, taking a photograph or talking about his newest wonderful idea. Some things make him nervous, but mostly he is open and friendly. he is mostly harmless, but not if someone threatens a friend of him. He is not the most responsible person though he does try. If he has to be somewhere by a certain time, you can count on him to be late due to all the unforeseen circumstances he tends to run into. He's nearly gone bankrupt and lost his shop several times due to his disorganized nature and tendency to slip off to explore without making any preparations. I imagine he needs some sort of business partner to keep things afloat, but each time he tries to take someone on they quickly realize how much effort it is to work with him. He's not tough or a perfectionist but rather the opposite which is great at first but not in the long run.
psychic weapon: flute. plays songs that have intended effects. doesn't always work! this is embarrassing. the flute might be considered a ranged weapon, or perhaps a non-present weapon... he can't really use it in active battle unless his targets are distracted, or he is hidden, or if he is able to evade from long enough. also, i imagine the effects can be blocked by someone who is prepared to resist them.
other skills: good balance and creative range of motion. despite this, he does tend to trip and cause chaos when he is nervous. he practices with the old instruments and weapons that he has in his shop and so he has varied and basic skills in those areas. he will sometimes carry a weapon, but only if there is a good reason for it.
