when i was traveling internationally this year, i was carrying a LOT of stuff. i would put the medical liquids in their own quart-sized bag/s, and announce as i got to the checkpoints, "i have medical liquids." the syringes i just had in my carry-on, and they never even made me open my bags about them. in your case, simply notifying the security checkpoint people that you are carrying medical liquids in syringes should be enough, especially if you have the original packaging with them.
i also have to declare my insulin pump, which is way more of a pain: "hi, i'm wearing an insulin pump." it never makes the metal detector go off, but about half the time i get pulled for extra screening because i've brought an electrical device through.
Thanks so much for all the info. I haven't had to travel before with the syringes, so I was imagining the worst. I am not sure what will happen in the Beijing / Hong Kong airports. I guess the US airports should be used to this.

I'm going to just carry as much documentation as I can. Most of my documents will be in Chinese (which is OK here), and I think when I get to the States it shouldn't be too bad because I'm guessing that these aren't such weird items for there.

You didn't say if you are going to have these in your carry on bag or checked bag - but I'd do what songquake says ...
The US checkpoints are the strictest i've been through so far ... (OZ/KIWI being the others)
