Since Willow lived in a land of talking animals and, yanno, no official telephone grid to speak of she tended to not bother calling when she could write letters.
Of course Willow was Willow, so when we say "letters" we mean "emails written in secret on one of her many contraband laptops which were powered with magic and highly useful gifts from Bridge."
This also meant that she could call people if she wanted to, and she figured some things were better handled with actual conversation.
So she called Rory and left a message. Or thought she did.
