TF: All Tied Up

There was nothing he could do. No matter how much he pulled at it and twisted it, it was still there. It would always be there. Even if he managed to get it off, Soundwave would only replace it. He'd eventually given up after the eighth attempt, slumping on the floor, head resting on his paws and glaring at anyone or anything that came into his optic range.
And it really didn't help that Rumble and Frenzy were finding it hilarious.
"Here kitty. Wanna go for a walkie?" Rumble dangled a lead in front of Ravage, waving it back and forth. Ravage growled, batting it out of the way. It was bad enough he was forced to wear a collar with the new laws, but did it really have to state that he had to wear a leash whenever he went outside?
"Shall we take the poor little kitty for a walk Frenzy?" Rumble cackled, swinging the leash.
"Er... Rumble..." Frenzy started, catching the look in Ravage's optics.
"What? Ahh!!"

When Soundwave returned later, he was only mildly surprised to see Rumble and Frenzy tangled up in Ravage's leash, both wearing the spare collars he kept around.
"Ravage." He reproached the feline cassette who was curled up on the floor, collar conspicuously absent again. Ravage raised his head and simply stared at Soundwave. While he might submit to this new leash law in order to be able to go outside, there was no way he was putting up with his brothers teasing him mercilessly over it.
