Personality: Bernkastel is somewhat of a complex character to describe, even if she doesn't seem like it outwardly. As her TIPS describe, she's a witch of the kakera who has lived a thousand years, having lost her heart in the process. She does, however, seem to appreciate things like people's fates, at least in an aesthetic sense, and sometimes intervenes.
At first, Bernkastel appears to only be somewhat of an observer, and possibly desensitized by traveling for millenia. She reacts to much of everything around her with an expressionless face, seemingly apathetic, and does not act like the child she appears. She reacts to violence and jokes in the same way she would an empty cup of tea, and certainly, it would seem there isn't much that catches her interest.
As someone who once in a bad spot, herself, Bernkastel also seems initially sympathetic towards those who share similar fates, being drawn to helping them. One could even mistake her for having a heart underneath the ice queen persona she appears to present. That, however, is very far from the truth.
Bernkastel, in reality, is actually fairly cruel, and potentially more sadistic than Lambdadelta, even. She has no qualms with discarding her game pieces, or tossing them around, mocking them, even, if they were to protest... pieces like Erika and Ange included. Her ability to grant miracles, even, can be cruel, and it would seem that she only offers to help people so as to stave off boredom, and picks and chooses as to who she will bestow her favor upon. When it comes to getting her way, Bernkastel can be fairly stubborn, and will not stop until she ends up with a favorable result, by whatever means necessary. If it means breaking the rules, then so be it. If it means toying with her pieces? That, too, doesn't matter. She can be cruel and unrelenting, if it means entertainment and getting her way, and can be said to be the 'cruelest witch', in a sense of speaking, despite being a witch of miracles.
In the end, Bernkastel cares about nobody but herself and her personal goals, as well as entertaining herself to stave off boredom.
Strengths/Weaknesses:
+As the witch of miracles, Bernkastel is capable of creating a miracle so as long as the odds aren't 0.
+Outwardly, she appears to be calm and patient when it comes to achieving a desired outcome.
+She knows what it's like to be in a bad situation, and seems sympathetic towards others who end up the same way, being drawn to help them out.
-She'll stop at nothing to get the outcome she wants.
-She has no qualms with using people if they prove useful
-She hates boredom
-Despite her aloof and apathetic nature, Bernkastel is actually potentially crueler than Lambdadelta, and could care less about anyone but herself and her personal goals.

Samples
First Person Sample: ... Hey, don't get me wrong; this game board is pretty entertaining, sometimes. I'll give points, even, for the set-up. At the same time, I think things could be a little more amusing, you know? I don't particularly like boredom, after all.
But certainly, there's an interesting puzzle, here. After you collect all of the badges, and explore all of Johto, where else will you go? Will you perhaps keep traveling, aimlessly wandering, until you find something new? ... I wonder; certainly, this world must be bigger than simply Johto, after all.
Alright, I'll play along for now. But be quick not to disappoint me, alright? ... Surely, even someone as simple as you can do that.
Third Person Sample: If there was one thing Bernkastel could say about this place so far, it was that it hadn't proved to be too boring so far. Indeed, ever since arriving, the witch of miracles had found that this 'kakera' was highly entertaining at times, as she traveled through the Johto region, capturing the odd creatures known as 'Pokemon', and battling other trainers. In the beginning, perhaps, it had been a bit unnerving to have some strange woman, who claimed to be the witch's mother, hand her a backpack and send her on her way, and, yes, perhaps the music was a bit annoying, but Bernkastel was certain that the dice rolls would be in her favor.
Even if they weren't, she'd stop at nothing to make them land in her favor.
Sitting on a bench in a town she hadn't cared to learn the name of yet, Bernkastel sipped her tea, idly glancing at the Pokedex in front of her. This device gave information on the creatures she captured, right? Perhaps it would be useful to get the stats on the Gastly she had wound up with at the start of her journey.
"Gastly, the Gas Pokémon," it read, "Although it can sneak in anywhere with its gaseous body, it can also be blown away by wind."
Blown away, huh? Well, it looked like it'd be fairly useless to battle using this Pokemon on a windy day, then. On the other hand, the fact that it could sneak in anywhere, apparently, intrigued the witch. Oh well; Bernkastel would simply find something stronger to use if this Gastly failed her. She had no qualms about discarding useless pieces, after all.
"I wonder where this journey shall take us today?" Bernkastel asked out loud to nobody specific, "Certainly somewhere interesting I would hope; I would hate to get bored."
