Ok, this could possibly be a very stupid question, but it's been nagging at me for quite awhile now and the wondering finally spilled over into "Ok, I HAVE to know.", lol

Those of you on my flist from the UK...are there laws or something about muzzling random breeds of dog in public? I ask because quite a while ago I 'liked' Dogs Trust on fb (because John Barrowman had talked so much about how much he supports them and how awesome they are, :) ), and so stuff from them pops up in my newsfeed all the time and while I do think they do great work and they're largely awesome, pictures keep showing up in my newsfeed of dogs being muzzled to go out for a walk, out in a yard, etc. Greyhounds, labs, allll sorts of dogs and it's just really been puzzling me and weirding me out because in America, that's Just. Not. Done.

I've never heard of anyone muzzling a dog for any reason other than it was literally about to bite them so they got a muzzle on it so it wouldn't hurt anyone. That's how we do it at my clinic and at all the other ones tons of my friends and coworkers have worked at.

Anyway, I would just...love to understand, because the concept of muzzling a dog to go for a walk is utterly baffling to me, unless it's law or something...O.o It's just...ultra confusing for me, because I'm constantly telling everyone here how the UK has better dog/cat protection laws, because they've outlawed tail and ear cropping(and I think declawing?), so I've always seen our laws here as being behind the UK in almost everything except breed specific legislation so it just seems...really odd.
