[Katan, as it turns out is a tall man with ash-blond hair in a deep blue uniform. He's never used the video on Rosiel's computer before, but he feels strangely about not welcoming people, and he thought he might as well be personal.
He stands there a little hesitantly, holding his wrist in his fingers to try to look calmer and more controlled.]

My name is Katan, and...I am in the service of Lord Rosiel.
I...welcome you. On his behalf. [Rosiel's been going around doing his own welcoming, though. Katan hopes the newcomers don't notice on some level. What Rosiel could do to them all, chills him inside.]
[He stands there a while, looking more blank and soldierly than awkward, but doesn't seem to know what else to say, so he lowers his head in a bow, and waves his hand in an abrupt gesture, a mark briefly flaring on his forehead, before the camera shuts off]
