Four/Romana
I've been listening to the Tom Baker-Mary Tamm commentary for The Ribos Operation, and at one point Mary Tamm questions why the Fourth Doctor was never given a romantic relationship with one of his companions. Especially Romana, she added, because she and Four were both Time Lords: "They were made for each other - four hearts beating as two!"
