It's a measure of man's own lack of cognitive awareness that we only look to the stars to find "intelligent life," when in fact it's all around us right here on Earth...
It is interesting to think of what some might truly classify as "intelligent". Most life on Earth is concerned with purely existance. One gigantic override to this need is the urge to merge. It keeps life going, wave after wave after wave for every species that prospers in that respect. And, in a slightly lesser number, it also means meeting the needs of the young.
Scaling the numbers down dramatically, a few species have the need to alter their environments to help form to their comforts.
Then...there are the various breeds of Humanity. On a whole, the species bothers to go beyond just surviving. This level of need varies between individuals. But, there is a general requirement to dominate their environment to suit their needs. A select percentage will dominate to the pont of allowing nothing but their needs to exist to their extent of ability. Others have more yield. It is an alarmingly low percentage that let the atmosphere have superior control. And, even this percent is fractured by the amount that choose to do so.
Perhaps, on the whole, "intelligence" is not being defined so much by those that can think and have personality, but more by those that can see eye-to-eye with the Human seekers, in the first place.
