Kate wasn't using Adler, Keller, or Neal. I don't think Keller had anything to do with the music box. (Maybe you're thinking of Fowler?)
The first thing we know about Kate is that she worked for Vincent Adler's company, as did Neal. Neal is attracted to Kate immediately. Adler scams his employees and customers, leaving Neal & Kate without a job. When they find out, Neal assures Kate that they'll figure things out. (As far as we know, Kate's never been involved in any cons or criminal activity at this point.) She decides to stick around & joins Neal in doing cons & they fall in love with each other.
After Neal gets caught for bond forgery, Kate visits Neal in prison every week & they write letters to each other. This goes on for almost 4 years, but 3 or 4 months before his 4-year sentence is up, she tells him it's her last visit. Neal freaks out & plans his prison break so he can find her.
Adler blackmails Agent Garrett Fowler demanding that he get the music box from Kate. (Adler has a tape showing Fowler killing the man who murdered Fowler's wife.) I'm guessing Adler was trying to get the music box from Kate before Neal's prison sentence was up, because Neal would know how to disappear.
It's never explained exactly how Kate is contacted or controlled by Fowler--probably via threats to kill her &/or Neal, or maybe threats to keep Neal in prison. Adler thinks Kate knows where the music box is, or that she can get it from Neal. (It's widely assumed that Neal stole the music box from a castle in Copenhagen, but the job went bad. Neal blames this on attempting a 3-man con with only 2 people, since Kate refused to go with them after he tried tricking her into it.)
Eventually, Neal gets the music box and delivers it to Fowler in exchange for new identities & an escape plan for Neal & Kate. (They were supposed to jump out of a plane, which would then explode & they would be presumed dead, so no one would look for them.) They almost get away, but when Peter shows up at the airport, the plane is blown up early, killing Kate.
