Really California, really? You didn't actually hire a scientist for this, did you? You're just making stuff up, aren't you?

Because you see, there are three types of heat transfer. Conduction, convection, and radiation. Conduction is what happens when you grab something hot and the heat flows directly into your hand and burns you. Convection is the increased speed of heat transfer due to a fluid in motion (hence why a fan feels much better than still air of the same temperature on a hot day). Radiation is the transfer of heat due to, well, radiation, with the sun being the most basic and obvious example (technically, everything gives off radiation to everything else, hence how "heat vision goggles", or infrared goggles work).

Now, one thing to keep in mind is that these methods generally work at different speeds. As a thought experiment, take an ice cube. Imagine setting it on the table and then putting your hands near it, but not touching it. Your hands are currently melting the ice cube by radiation very, very slowly. Now grab the ice cube and hold it in your hands. Now you're melting it with conduction. It's still relatively slow, but it's much must faster than the first method. Now take the ice cube and run a thin stream of freezing cold water over it. This is convection. Despite the fact that the cold water may be 60-ish degrees colder than your skin, it will still melt the ice cube significantly faster than your hands. (Try it!)

Basically, convection > conduction > radiation. Increasing the reflectivity of paint? That reduces heat gain due to radiation. The motion of the air around the car as you drive? That's convection. Take a wild guess as to which is completely insignificant compared to the other.

All this is is random, thoughtless government regulation brought forth by the "climate change" fearmongerers. Maybe someday people will realize this and it will go away. And maybe people who understand modern technology will reform intellectual property laws. And maybe the government will drop the idea that "nothing solves pain like lots of money." And maybe, just maybe, we'll get Duke Nukem Forever and Starcraft Ghost around the same time.
